Clear and Firm Statement of Support for HPAAC Initiative

(From FAME Leaders Academy and H&L)

We express our full and unwavering solidarity with the call of healthcare professional leaders (HPAAC): STOP THE HIJACKING OF PHILHEALTH FUNDS.

The funds of PhilHealth must never be manipulated or diverted for interests contrary to the intent of the Universal Health Care (UHC) law. These resources belong to the Filipino people—patients, healthcare workers, and families who depend on fair, reliable, and continuous health services.

The mandates of the Sin Tax Law and the UHC Law are unequivocal: revenues generated from these taxes must be released in full and on time to PhilHealth to strengthen benefits, medical services, and overall health protection for every Filipino. Thus, we strongly condemn:

• the ₱60 billion lost in 2024,

• and the ₱270.3 billion withheld in 2025,

both of which represent clear violations of law, policy, and public trust.

We also firmly oppose the alarming and questionable expansion of the MAIFIP funds, an irresponsible implementation of which will undermine the foundation of Universal Health Care and impose greater burdens on our health system.

In the face of these breaches, the healthcare community—physicians, nurses, midwives, allied health professionals, hospitals, and patients—stands united in declaring that it is time to correct these wrongs, return the funds, and hold accountable those responsible.

We invite everyone to participate and listen on November 14, 10AM–12NN, via the livestream on the HPAAC Facebook page, as we collectively assert that health funds must serve health—and never be diverted to the pockets of a few.

This is a fight for the life and dignity of the Filipino people.
